These are the bolts that hold the highback onto the main chassis of the bindings. There are two kits this is the most popular Kit 2 for newer Cartel and similar bindings.

The Burton Highback Hardware Mounting Kit #2 is the for most of the newer bindings and the screw measures 15mm from bottom to the very top of the screwhead. Plastic ridged washer is 7mm high to fit in slot. Check the picture below of them fitted into the ridged slot at the bottom of the heelcup of the binding. There is kit #1 which has a shorter 12mm bolt for older bindings, please check your length of existing bolts to double check fitment.
